League Rules

Opening Statement: The FAVYB League
was founded in 1970 for the purpose of develop-ing basketball
fundamentals for the youth of our communities. The rules were
adopted for that purpose, as was the man-to-man defense. Through
the years this has been questioned many times, but has always
withstood the test, which is to “develop fundamentals” for our
local school teams. When local high school coaches were sent a
survey about this type of defense, 100% replied with the answer
that man-to-man defense is the only defense that should be taught
at this age. As we continue this tradition, we, as coordinators,
can look back at the success of our high school teams with pride,
knowing these players learned the fundamentals through our
programs.
RULES: Ohio High School Athletic
Association Basketball Rules with the following modifications:
MODIFICATIONS/EXCEPTIONS:
1.
Intermediate sized (official women sized) basketball is to be used
for all games. Home teams should have a first aid kit available.
2.
Scoring – Three (3) point rule in BOYS and GIRLS basketball at
sixth and 5th grade level. There is no three(3) point rule
at the fourth grade level.
3.
Full
names will be entered in the score book before the game, no
initials will be accepted.
4.
COACHES BOX – Maximum of three (3) coaches in bench area, length of
the bench to last seated player, away from scorer’s table. Do not
place a player closer to the scorer’s table than the coach unless
he/she is being substituted in.
5.
OFFENSE – Clear out and one-on-one offenses are illegal. Points
scored on such offense will not be allowed and the ball goes to
defense. The referees will warn and penalize the same as under
the zone defense rules.
6. DEFENSE
– 4th Grade must be sagging man-to-man in the front court,
No double teaming is allowed except on the ball for 5th and 6th
grade and 4th in the last 2 minutes. All grades must be
man-to-man in the front court. 5th and 6th may press in any
fashion in the back court until a 15 point deficit is reached by
Boys and 10 point deficit is reached by Girls. 5th and 6th grade
is allowed to Double the Ball anywhere on the floor, but must play
man defense behind the double, that means one offensive player
will be left open or undefended. THERE ARE NO ZONE DEFENSES AT ANY
TIME. 4th grade in the last 2 minutes can press in the back court
and then double the ball in the front court but must play man
behind, leaving one offensive player unguarded. If the Referee
sees a violation, he will stop play and warn the team violating
the rule and from there on a technical foul will be called.
PENALTY FOR ZONE DEFENSE:
Each team gets one warning. The
second violation and all successive violations will result in a
two (2) shot technical foul.
DEFINITION OF SAGGING MAN-TO-MAN
DEFENSE:
Any time the offensive player is a
threat, the defensive man must be within five (5) feet of that
person. If the offensive player breaks loose (beats his
man), any other defensive player may pull off to pick him up.
Only ONE (1) may pick him up. NO double teaming is allowed,
except on the ball for 5th and 6th grade and 4th in the last 2
minutes.
If the illegal defense impedes the
offensive player, the zone penalty is called.
When the offensive player becomes a
threat (when the player is at or within the 3 point perimeter),
the defensive player assigned to him must be within five (5) feet
of that player. Until an offensive threat, the defense may lag
back as long as they do not stand in any part of the paint.
If the offense brings two or more
defensive players together, the defensive players may go for the
ball without a penalty.
When the ball has been established
in the lane/paint, double teaming may occur. The paint for each
age group changes at each age group’s foul line.
7. FREE
THROWS – To be shot from:
6th grade – the regular foul line
(15 feet)
5th grade – three (3) feet in front
of the regular free throw line*(12 feet)
4th grade – from the front of the free throw circle, or if no
exists, six (6) feet in front of the regular free
throw line*(9 feet)
*Tape should be placed for these
lines if no permanent line exists. This must be in place before
the game or all shots will be shot from the regular free throw
line!
Foul line – no one is allowed in the
lane until the ball hits the rim.
If there is a foul at the end of the
game, it will only be shot if the outcome of the game could
change.
You may not substitute before the
first shot of a two (2) shot foul.
8. Games
will have six (6) minute quarters and there will be one (1) minute
time outs between quarters and an eight (8) minute half time.
A. There
will be eight (8) minute warm up periods between games.
B. Time
outs – There will be three (3) full time outs and two (2)
thirty second time outs each game per team and can be used at any
time during the game. A coach on the sideline or a player can
call time out but must identify whether the time out is a 30
second one OR they will be charged for a one (1) minute time out.
C. A
coach may call time out from the bench.
OVERTIME GAMES - After a minute rest
period, overtime will be two (2) minutes long with time outs
carried over and an additional full (one minute) time out added.
9. REFEREES - Each of the officials will be paid $25 for the game by
the host team. If only one official works the game, he is to be
paid $35 per game.
If an assigned official shows up to
work and the second official does not show, the one must work the
game by himself; unless another licensed official is available in
the stands and is agreed upon, by both area coordinators or the
person assigned the responsibility that day. If agreed upon, the
coaches must abide by the decision.
If an official misses three
assignments, he is suspended.
All officials must have a Class 1 or
2 Ohio Basketball License.
10.
League
games are to be played for BOYS on Saturdays and for GIRLS on
Sundays unless a scheduling conflict exists and the two areas and
the referee coordinator can work out a mutual agreement. The home
team is responsible to schedule the referees.
A.
Games
should start eight (8) minutes after the completion of the
previous game.
B.
Game
rotation will be 5th, 6th and 4th during the regular season.
C.
Game
score cards are the responsibility of the home team’s
coordinator. They must be mailed or faxed to the VP by no later
than Wednesday following the game. You may call in scores if you
personally talk to the VP. Please do not simply leave a message
on a recorder – mail the card instead. The cards must have the
game date, both teams scores with coaches initials and the home
team’s coordinator’s return address on the front of the card.
There is a place for comments and if a technical is called it must
be written on the score card.
D.
Team
roster may be a maximum of 10 players.
All Rosters must be on the FAVC form and must include Birth date
and Player’s address. Roster’s, including leagues fees must be
turned in to the respective Vice-President, one week prior to the
start of the season.
11.
The
host team will provide the game ball. If the referee does not
accept the ball, he may request and use the visiting team’s ball.
12.
League
fees MUST be paid one week in
advance of the first game. Fees
for the 2006-2007 year are $175.00. If payment is NOT received on
time, the fee will be $200.00.
13.
Sixth
graders may not be 13 before September 1 of that school year, 5th
graders may not be 12 before September 1 of that school year and
4th graders may not be 11 before September 1 of that school year.
A.
Any
player may play up in an older age group. A player can play only
once per age group unless he had previously played up and may not
play more than four (4) times.
B.
Players may play for one team only and may not switch to another
age group after the team rosters have been turned into the
division’s vice-president. Team rosters must be turned in one week prior before the first
game. Birth certificates must be turned into individual coaches
and must be kept on file. If a coach would like to contest the
age of an opposing player, he must contact the VP of that division
within 24 hours of the game the questionable player played in.
The opposing coach must produce the birth certificate within 48
hours and fax or mail a copy of it to the VP. Failure to do so
will result in a forfeit of the game.
Penalty – Forfeit of all games the
player played in and dismissal of the player from the team.
Players must live within or attend
the high school district of their youth association of which they
play.
Suspected of non-roster players – If
a coach thinks the opposing team is using a non-roster player, he
must bring his suspicion to the attention of the referees before
the end of the game. The referees will line the teams up and ask
and record each player’s name. If a non-roster player is
discovered, this game and all games in which he has played will be
forfeited.
C.
Players should wear standard basketball numbers containing only:
0, 1, 2, 3, 4 and 5 or a combination thereof. It is preferable to
have reversible jerseys.
14.
All
referee decisions are final. The only matter that may be
protested is player eligibility.
15.
The
end of the season tournament must be governed under the same rules
as the regular season unless exceptions are made by the league
before the tournament begins.
Failure to show within 15 minutes of
the scheduled game time will result in a forfeit.
Tournament brackets will be set up
before the season begins so there are no misunderstandings. Coordinators will vote to determine if
the tournaments will be a single elimination or double
elimination tournaments with three (3) divisions.
A league meeting will be held before
the tournament to draw into the brackets and to vote on any
selection/rejection of referees.
16.
If a
coach receives two (2) technical fouls in one game, he/she will be
asked to leave the gym and will be unable to coach for the
following seven (7) days in the FAVCYBL. If the coach will not
leave, the game will be forfeited to the other team.
If any coach makes physical contact
with an official, there will be an investigative committee of
three (3) area coordinators that were not involved in the game,
the referee’s coordinator and the vice president. The coach will
be invited to share his side of the story. The referee will tell
his side of the story. The investigative committee’s decision
will be final.
If the committee gets three (3)
separate complaints about a coach, the coordinator will call the
committee together to make a decision as to whether the coach
should be allowed to continue to coach in the FAVYB. The coach
will be allowed to offer a rebuttal to the complaints. The
decision of this committee will be final.
17.
The
home team will keep a copy of the league rules with the official
home score book at the scoring table. If at all possible, only
adults should be allowed to keep the clock and score books at the
scorer’s table.
18.
FAN
CONTROL – all fans must remember that this league is for the youth
and is to promote good sportsmanship, teamwork and to develop
basketball skills. The players are to learn from example. If a
fan becomes loud, rowdy, obtrusive, etc. the referee can ask the coaches to identify
which team the fan is from and may
ask that coach to get the fan
under control. However, if a fan
demonstrates abusive behavior, the referee can have zero tolerance
and immediately eject the fan. After one warning, the
coach will be asked to remove the fan. If the fan does not leave
the gym within two (2) minutes, the game will be forfeited to the
team whom the person does not belong to. If neither of the
coaches knows who the person is with, the person responsible for
the building will be asked to remove the person. If the person
refuses after a reasonable amount of time, the police will be
called and the person prosecuted.
Once a person has been warned, the
referee will ask the coach for his name and that name will give to
the vice president of the boys. The second complaint on the same
person will cause a warning to be issued to that area coordinator
stating that another altercation from this person will result in
forfeit of the game.
19.
All
new FAVYB members will be on probation for the first year of
participation, with no voting rights, but should attend all
meetings. After successful completion of the first year, they
will become full members with voting rights.
20.
Cheerleading issues are inconsequential to the FAVYBL and not
under our jurisdiction.
21.
Any of
the rules above to be changed by majority vote only.
